Paragraph 600.5, Branch Circuits.

This paragraph stipulates that each commercial occupancy that accessible to pedestrians must have an outlet of at least 20 amperes for a sign or outline lighting that supplies no other load. The emphasis is on the tern "each entrance".

Does the code require dedicated circuits with no other load for signs that are installed on walls with no pedestrian entrance(s)?

The way the section is worded it would fit perfectly for a "strip mall" in my opinion. A building that has more than one or two entrances for pedestrians.

I would say that as long as you have met the requirement in 600.5(A), as far as the required circuit at the required location(s), you could then feed a sign from any branch circuit that could accept the additional load.

Just my opinion.

No, you can put a sign on any circuit that meets the other NEC requirements. See 210.23(A)(1) and (2), for example.

IMO, 600.5 is to help keep tenants from overloading circuits by adding a sign to circuits already in use.
