Article 680.23 (A) (2) Clarification

I have an installation requiring the use of multiple pool and spa transformers. Due to limited space and making conduit/wiring more efficient, I would like to remove the individual transformers from their standard housing into a single custom NEMA 4X enclosure. However,, my understanding of 680.23 (A) (2) indicates the enclosure would also have to be listed for pool and spa use. Is this interpretation correct or can I use a standard NEMA 4X enclosure in the application?

How much power do you need ?
I know they make a 600 watt unit.

Unfortunately, due to the nature of the front end equipment controller safety requirements, the 120Vac primary switched power provided to each independently switched output is required to feed each load directly. As such each load needs a a direct single feed transformer step down to 12Vac and cannot share a single 12Vac power source.
