I have an existing 60 amp single phase service in a residential community, that was fed 20 years ago by aluminum direct burial wire. The run is about 300 feet from the transformer, the service is located about 10 feet from the water, and I believe it above the Datum Plane. It recently lost a phase and now the Service has to be redone installed in conduit, and were using copper instead.

Now my question is the Equpipotential plane 682.33 because in this pond, there is pump that just shoots water in the air do I need to create this Equpipotential Plane and if so how? Recently another company had this issue and the inspector said that the transformer needed to be bonded along with this area. I am hoping that since this service is only 60 amps 682.33(b) applies, and I could use GFCI protection. So before I start this job I want to make sure I am prepared.

Any insight?
