A load is powered by a battery bank where a dedicated poco service drop is only used to charge and maintain these batteries and a backup generator is also installed for the same purpose, obviously in case poco power is down. The fact that the batteries are actually powering the load and not the line power/ generator could the generator still be classified under Article 700 Emergency systems?

Please read the scope of Article 700. The determination on its application is determined by the AHJ
What is the load?

Unfortunately we don't really have an AHJ in my field that I have experienced. What we do 4have is too many interpretations of what maybe should be.
The load is various computer systems.
My thought is that the batteries are ultimately powering these systems not the line power or backup generator hence the generator used this way would not be classified under Article 700

An Article 700 emergency system powers something that is required to run in an emergency. Article 700 doesn't decide when that applies. The AHJ applies other laws or regulations to decide that. See for example informational note 3 under 700.1.

Computer loads doesn't sound like the sort of thing that Article 700 normally applies to. The generator more likely falls under 702 (optional standby system).

You seem really focused on the battery bank but that doesn't likely change which article applies to the generator.

I think an AHJ could theoretically determine that the generator is covered by 700 if the load must be powered in an emergency and if battery bank doesn't sufficiently power the loads for the required duration in an emergency. But that seems quite unlikely.
