I am currently bidding a project which is an addition to a Sheriff's office, the entire addition will be classified as Designated Critical Operations Area (DOCA) and will fall under Article 708. Everything see pretty cut and dry with the exception of 708.14(8) "Control, monitoring, and power wiring to HVAC systems shall be 2-hour electrical circuit protective system". My first thought was that within the DOCA wiring to the HVAC equipment wouldn't require the 2-hour protection due to 708.10(D)(2). However after finding this link I feel my assumption would be incorrect.

1) Does HVAC wiring within the DOCA need the 2-Hour protection?
2) If I encase in 2" of concrete underground to a piece of equipment How do I make a listed 2-hour flexible connection to the equipment or does 708.10(C)(3) apply?
