article 708 critical operations

has any one done a large police station , homeland security or 911 center.
i am being told the project we are doing was in the planing stage since 2001 they did not anticipate all the new codes and wish to wire all systems the old way, there biggest argument is during the planing stage technology changed and before they are done will probably be updated again, they feel having wire in pipe will be damaged during all the assumed changes and wish to use cable tray under a computer style raised floor , my question has any only been involved in updates is it a concern.

Article 708 did not come about because of technology advances. It relates to the need for reliable power during emergency events. Very little of the power wiring requirements are likely to change drastically as technology advances.

708 is imposed/enforced by the AHJ. As listed in 708.1, these are classed by municipal, state federal or other codes .....

If none of them class it as 708, then you don't need to worry about it.

what i am looking for is any one who had to go back after the job was done to replace lines, for upgrades may be fiber optics ?
