Article 725 CL2P cable

We have a 120VAC cabinet unit heater that has a factory controller on it that sends 120VAC out on a digital output contact that energizes a RIBU1C relay which controls the fan motor from a dry contact that the 120VAC power L1 runs through to feed the motor. The factory controller 120VAC output would only have 25mA of load to drive the relay coil.
Can a Class 2 CL2P cable, with a 300 VAC jacket rating, be used for this purpose? The relay and wiring are inside of the cabinet, however a plumber for example could remove the CUH cover and the cable would be accessible / exposed in a sense (not in a MC cable jacket, conduit, or flex...)

That sounds like an Article 725, Class 1 circuit, requiring the use of Chapter 3 wiring methods, with the exception that 16 and 18 AWG conductors would be permitted. A CL2 cable cannot be used for a Class 1 circuit.

That is exactly what I thought too, but when you only have a 1ft piece of cable from the controller to the relay they thought it would be permissible for some reason. Thank you.
