Ashrae 90.1 lighting control compliance

If a time-clock is used to control the lighting rather then occupancy sensors, is it required or suggested that each individual space have its own light switch? (not counting the manual 4 hour over-ride).

ASHRAE 90.1-2004 9.4.1.2

"Each room or space enclosed by ceiling-height partitions must have at least one device to control the general lighting within the space independently..."

So yes each space needs it's own switch or occupancy sensor (wall sensor if no switch, since the control is required to be accessible to the occupant and easy to operate).

Spaces under 10k square feet require a control for every 2500 square feet.
