In a new Commercial Building, Consultants required there be 1 watt per square foot in an office space. I have an light meter which reads lux/foot candles. Is there any correlation from light readings to watts per square foot?

The efficiency of the fixture makes it impossible to make that conversion accurately.
Just use a clamp-on amp meter and calculated the wattage for all of the lighting circuits. Then you can relate it to W / sq-ft
