Assembly Occupancies Conference rooms

Was having a discussion with a buddy. Had heard that on one of his commercial jobs (about 8 stories) they had a small conference rooms (across from offices) that they did. The inspector was requiring tamper resistant in the small rooms (100 people cannot fit in most of the rooms) and children are not going to be there, have to have card access. It sounds like this was a stretch in the interpretation.
Is this accurate to require the tamper resistant receptacles?
 
Yes. Tamper resistant receptacles are required pretty much everywhere since 2017 code.

Not sure exactly what you mean by "since 2017 code"? But the 2017 code itself has a long list, but definitely not everywhere. I would say the inspector is completely mistaken if its not any of these described in 406.12;
Dwelling unit or guest room, child care facility, preschool or elementary school, medical clinic or dental/doctors office, place of waiting transportation,, gymnasium, skating rink, auditorium, or dormitories.

Conference room would be none of the above.

518.2 mentions "conference rooms". But 406.12 Item #6 says a "subset of assembly occupancies described in 518.2 to include......". It does not say "every assembly occupancy listed in 518.2"
