Does a single dwelling unit in a assisted living facility require arc-fault protection if the dwelling unit does not have a permanent provision for cooking? Reading the definition for dwelling unit and kitchen it appear not to fall under the rule. 2008 NEC 210.12
 
While you may be correct, remember what this building is used for and think about if you grandparents or mom and dad were living there.

Is an AFCI for the bedrooms really that bad of an idea?
 
sounds like a good idea, but I don't see the requirement in the code. of course, your ahj might have other ideas (you might want to check with them in case they have made different arrangements)

If Arc-Fault is a requirement so would tamper resistant outlets NEC 406.11, wonder how someone with arthritis would make out.
