The area in figure 514.3B indicates area 18" and 20' from dispenser is C1D2. So this means electrical equipment mount around or below 18" AST doesn't need to be C1D2. I only need to provide a seal off from panel and at dispenser? The equipment can me regular equipment?

Not exactly and I believe you mean, “… electrical equipment mount around or below above 18" ...” See Section 514.7. (I admit I’m not exactly sure what AST means in this case.)

Sorry Above ground storage Tank or fuel tank. My post is vague I admit. The area around Above ground storage tanks is C1D2. The area is 20' from dispenser and 18"' from ground. Does this mean I can install electrical not Classified in these areas?

Other than the additional restrictions noted in Section 514.7, yes it does. Depending on the actual boundary locations, there may be a few seals involved.
