Customer is installing 2 dispenesers at each end of an Above ground fuel storage tank. The class 1 area is 20' all the way around each dispenser. They show an electrical panel and equipment within classified area but minimum conduit stub outs 18'' aff. Do the electrical panels need to be classified if they are within area or does the 18'' aff take care of that and we can install a regular panel in that area.

What kind of fuel is it?

Have you looked at the diagrams in article 514?

How far away from the storage tank are the dispensers located?
The dispensers are within 5' of tanks and its gasoline. The panels are what I have questions about. I looked at 514 and it says 20' all the way around but only 18' above ground and 18'' away from tanks. The panel are within boundry but above 18'',

It appears you may be having difficulty visualizing the three-dimensional shape of the Division 2 envelope. What you have described, though has indicated that the panels are outside of the envelope. So your primary issue, if any, is Section 514.7 with its cross-reference to Section 511.7.
