At what time is it ok to use branch circuits?

If Im doing a lease space and its empty except for the energized panel. I get my wall rough , the ceiling inspection.
when can I turn the lights on and get ride of the temp lights?

Often times the super or bldr or owner want to make use of the lighting and outlets.
Im ok with it most of the time.
This customer has about 50 mr 16 s that they want on. I had to make it clear I dont warranty bulbs. So if theres no AHJ problem, then Ill do it.
