ATS and ground

We are adding automatic transfer switch and genertor to an exsisting building. We are tapping into the exsisting service latterial at a tap box and going into the new ATS that is 200 ft from the building. Does the breaker in the ATS become a new main for the building?
The service laterial does not have a ground conductor, does 250.142 (A)2 work in for this.

Are you adding another main breaker or tying into the existing main breaker to the building? IMO either way it will become a service main breaker.
