ATS and Main Breaker Panel bonding

Watched a Mike Holt video where they talked about labeling the ATS as an Emergency Disconnect and the main breaker panel as Service Disconnect would allow you to keep the main breaker panel as the first means of disconnect. Would this allow me not to separate the ground and neutral and not replace the service cable. Anyone know about this? Code isn’t very clear.
 
I agree. The code seems to imply that a service rated ATS could simply be labeled as an emergency disco and you could leave everything else alone. I think this new rule is not thought out very well as it goes against the trend of making clear that a system can not have any grounded conductor to be bonded down stream of the first OCPD.

In theory I believe yes. As long as the inspector or AHJ understands this new emergency disconnect requirement.
