ATS as Emergency disconnect

Got a generator Im wiring for a customer. As per 230 requires emergency disconnect for service conductors. I personally don’t like stacking OCPD inline (ats will also have a 200A breaker, customer ordered it like that) would you guys remove the EM disconnect or keep it? Basically having the ATS serve that purpose. Or can it per code. Can’t find anything that wouldn’t allow it to be so, Im bit stumped. Only thing I could think of is shutting it off would start the generator (but so would shutting the main in the EM disco if it remains) so auxiliary switch will need to be hit to deactivate startup mover. For this install gen is right next to meters or close by.
