ATS emergency feed and ATS load in same raceway?

Can the feed from the generator to the ATS and the load the the emergency panel be in the same gutter above the transfer swith? I know that the emergency and the utility cannot be in the same raceway but what about the load?
 
If the load from the generator is protected by OCPD then I would think, not certain, that the loads must be separated.
 
If its a true emergency system (Article 700 application), then I believe they have to be separated.

Your AHJ might allow a metal divider to separate the generator from the load wiring in the wireway.

according to the code 700.9 (B):

Wiring from an emergency source or emergency source distribution overcurrent protection to emergency loads shall be kept entirely independant of all wiring and equipment, unless otherwise permitted...

The way this reads is from the breaker on my generator to the final branch circuit (generator line to ats and load of ats), needs to be entirely independant from all OTHER wiring and equipment. Can the two of them be together?

It also says in my 2008 NEC handbook on page 1109...

Wiring on the load side of the transfer switch serves as both the emergency circuit wiring and the normal circuit wiring.

When the generator is not running, is the load side of the transfer switch technically a normal circuit? If so, we know that normal and emergency cannot be in the same raceway or box.

I can see both sides of the fence here and not sure which side is correct. Help me if you have any input.
