ATS Grounding

I have one I am not sure about. I have a customer who wants a whole house generator installed. The question I have is this. The service come into a meter combo on a barn, from there the house is fed with a 100-amp breaker and overhead 3 wire tri plex. There is no ground rod driven at the house. This feeder has been in place for over 30 years so it doses fall under 250.32 excp.. My question is what to do with the N-G bond in the transfer switch. Part of me wants to say drive a G rod and connect it to the ground bar in the ATS and remove the bonding jumper and connect the EGC to the generator to the ground bar. Which way to go?
 
With a 3-wire feeder, you should wire the ATS as you would with a service feeding it, including ground rods.

Leave the bond in the ATS, land your rod and water electrodes there, and run a 4-wire feeder to your panel.

If this is going to be inspected will the inspector let the 3 wire feeder go?
