... when you can't lose power to the load fed from the ATS.

Depending on the client, they might not want to drop the load every year or so for maintenance of the switch itself.

When properly operated the ISO BYPASS ATS is an excellent option for any facility with critical operations were with uptime is critical.
Problem we have seen time again is facility personnel or ECs do not FOLLOW INSTRUCTIONS (yes reading is important) and damage the equipment requiring a full outage.

Out here in CA a BP isolation type ATS is code required in health care facilities. They are also favorites in large data centers. They facillitate ease of troubleshooting and maintenence. Even though the make -before-break type allow for seamless interruption of power during switching, hospital people are nervous and wouldn't allow servicing during critical hours and we have to work them in the early mornings.
Brian is correct, untrained people can do a lot of damage to the mechanisms during startup or maintenance and we usually have to come in and straighten out the mess.
