If I put the ATS for a whole house generator inside do I need a disconnect outside other than the one already installed on the generator

For clarity, are you asking about a disconnect on the service conductors to the ATS or the generator conductors ?
For service conductors, it depends on your ATS being service rated and 230.70(A)(1).
For the generator conductors it depends on various things including which Code cycle is being enforced as it has changed a bit.
The basic guideline is 225.31 but 702.12('11 Code) and 702.11 can alter the way Art 225 is addressed.
