The way that i read 210.70(A)(2) is if an attached garage doesn't have power in it then no lighting outlet is required.

Am wrong in interpreting this code section? Do you see it another way?
 
If it's attached to the house, then it has electricity and a light is required. A detached would not.

I agree with that.

I think the OP is misreading it.

210.70(A)(2)(b) For dwelling units, attached garages, and detached
garages with electric power,
at least one wall switch–
controlled lighting outlet shall be installed to provide illumination
on the exterior side of outdoor entrances or exits
with grade level access. A vehicle door in a garage shall not
be considered as an outdoor entrance or exit.

This part 'and detached garages with electric power,' is not part of the requirments for attached garages.
