Does the NEC cover low voltage attachments? Can a CATV coax drop be attached to the power mast? I see phone do it all the time.

Yes, No. :D

230.28 Service Masts as Supports. . . . Only power service-drop conductors shall be permitted to be attached to a service mast.

The code reference that Charlie cited is from the current code.

In my area, there is a history of phone and cable areal drops being hung on electrical masts. There are still a lot of these installations "as built" that were installed and either approved, or allowed to remain, 'cause the AHJ was not part of the process. (Think of a house built in 1968, that had the phone originally attached to the mast, when no one regulated it, and then, when cable came in the '80s, the cable co. just did it, and no inspector came to the site).

Off the top of my head I can't recall how many code cycles back the requirement in 230.28 was introduced. I believe it has only been a few, back to the early '90s - late '80s.

Bottom line, past practice is not allowed now, by the NEC, unless modified by local ordinance.

In the 1993 Code cycle, a FPN was added to 230-28 to explain that the intent of the section was to allow only power service-drop conductors to be attached to the service mast. In the 1999 Code cycle, the FPN was moved into the enforceable text of 230-28. The piece of 230.28 is the way it reads in the 2002 edition. :D
