Have a customer that wants some receptacles added to the attic of a nursing home for IR READERS. Having trouble finding if these will be code compliant?

Are the receptacles going to be face down, that is, in the ceiling of the floor below? And does that ceiling have a drop ceiling? That is the only instance I can see them as a problem (no cords above or penetrating a drop ceiling).

Might well be compliant, see 800.133(A)(1)(b)(1) and 800.133(A)(1)(c).
The characteristics of the low voltage power are crucial.
