Comments must relate to a prior public input. But don't worry, almost every article does have such an input.

I will be commenting on load calculations for EVSE.

Yes, you can't make a comment suggesting something that was not addressed in a Public Input. No new ideas are permitted in the comment stage.
However there were a lot of rejected (resolved) public inputs that can be commented on as that would not be new material..
