Authority having jurisidation

We' re having a problem, Houston!!
I am doing a job, for the Army Corp of Engineers, in Hopewell, Va. We're installing a 250KW generator, which has an 800 amp breaker on the output.
The cable going from the "ATS" to the service disconnect of the building is only rated for 640 amps.
We have called thier attention to this shortcoming on the feeders, and showed them that they needed another set of feeders for this service.
They refused saying, "We're authority having jurisidation" and it should be enough for the service. 1999 code book says to count the nuetral when counting conductors as you derate the cables. They say you dont.
Please advise???

We've done work for the military before. And they are the authority.

What makes you think you have to count the neutral? Do you have a great deal of harmonics on the system? If this is a conventional feed to a building, there will not be a significant neutral current. The neutral need not be counted for de-rating purposes.
