Automated Drive Through Car Wash

Pertaining to an automated car wash where NEMA 4X panels were spec’ed...is there any code violations in using a NEMA 1 panel installed inside a NEMA 4X plastic enclosure as long as proper hubs and transitions from the plastic to metal enclosures were used?

Asking due to lead time on the 4X panel.

Probably going to be a heat problem, depending on what's in it.
