I will be installing a automatic transfer switch(service rated)now so homeowner can get a whole house generator at a future date

I think that the service neutral and equipment ground bar should be isolated in the transfer switch.

Am I correct in assuming that?

I have seen similar switches in operation, some are bonded together some are not.

Will the ATS have the service disconnecting means in it? It so then the main bonding jumper connecting the EGC and the neutral would go there.

Nope. That connection should be made, and everything downstream from that should be separated and isolated. That may require replacing the service feeder, removing the bonding screw, and adding a separate EGC bus. The existing panel becomes a sub-panel.

On a side note I did this for a homeowner and the inspector wanted a sign on the ATS with a max xxx Kw generator to only be connected to the ATS. In my case it stated no larger than a 20Kw generator on the 100 amp rated ATS.

Was this for a transfer switch set-up that had a cord and plug so that any portable generator with a matching receptacle could be connected? I could see how that sign would be a good thing to have....although I would also think the inlet (or cord plug) size might suffice in lieu of a sign.
