What would cause the failure of a 230V rated EC condenser fan motor on the common side of a 600v x 230v autotransformer on a new start up? I do know if the there is a break in the common side of said AUTRNSFMR 600V would then be applied to the 230V load.

A 600V:240V autotransformer would have vastly different L-G voltage than a typical 240V source. Filter and TVS components are often connected L-G, and DC bus insulation is based on the L-G voltage.
