Auxiliary Gutter Sizing

I understand the 20% fill of total cross-sectional area in regards to conductors. When calculating the total fill of conductors and splices is it based on 75% of the total cross-sectional area of the gutter or 75% of the 20% figure. The wording in the code is fairly clear, just want to make sure I'm reading it correctly. Thanks.

NEC 2002, 366.9(A) states "The conductors, including splices and taps, shall not fill the gutter to more than 75% of its area."
