How do I find the gutter size to do in line splice for feeder wire I have 3 inch pipe coming in and 2 1/2 pipe leaving with 250 Aluminum three phase

Make sure your total conductor cross-sectional area is 20% of the cross-sectional area of your gutter. Ex. if you have 4" X 4" gutter, that means an allowable total conductors' cross-sectional area of = 16 X 0.2 = 3.2 sq. inches in total!

You have a wireway and not a gutter. If you are entering one end and leaving the other end, the 20% fill is all you need to work with, and of course long enough to make the splice. If it is being installed in any other configuration, you need to look at 376.23.
