Can someone shed some light on as to why 366.56A allows a much larger than fill than 366.22A?

I assume they are simply allowing room for your tap device. Certainly would make sense with something like a distribution block. That one spot would do little toward overheating insulation whereas an entire gutter filled to 75% would.
