BAA with UL Panel

If I have to build a UL508A listed panel and it's for a project with Buy America Act requirements, can I count the panel assembly that happens in our shop as qualifying that it is made in US? Anybody know or done this? And if so, do I then count it as 100% made in US or is our labor part of the cost that would be weighted against the internal component costs that came from outside US?

I didn't realize how hard it was to find standard parts like CBs, relays, etc that were actually made in US.

Might not be the best forum for this, but I know there are some knowledgeable folks on here that may have run into this exact thing.

As petersonra points out, waivers are available. You should look at the content of the Act to see what's what. Here's something I found. If your component is under $10,000 the BAA may not apply.

That's actually really applicable to us for some of our small panels knowing that it could meet the exception of the procurement cost threshold. Thank you. I didn't know that either.

You can get waivers. This should have been handled by the GC. In fact, he may well have some kind of waiver already.
Thanks. I had already asked for information on what waivers were in place, but we're so far down the line from the prime that nobody had a clue and I didn't have confidence that the question would actually bubble the whole way up. And even if it did, it would probably take weeks to get a good answer.
