The term applies to a "branch" breaker that is back-fed to make it a main.
Common use is when one purchases a MLO loadcenter and installs a branch breaker to feed the loadcenter.
There is a Code requirement, 408.36(D), that such breakers have a retaining means.

Our mind set tells us that a breaker is feed from the "on" end but most breaker don't care which end they are fed from. As such we expect the "load" end to be disconnected from the power source when the breaker is in the off position. As Augie47 stated if the "back fed" main is securely held captive in place with listed hardware for the application such that the breaker can't be removed easily it is logical and a common practice.
