Can you use a back plate as a ground path? Scenerio, A splice box with two 500 mcm cables coming in, the grounds were cut way to short their solution was to install a pass through lug at the top of panel (for the cable coming in from the top) and another pass through in lug was installed at the bottom of the back plate (for the cable coming in at the bottom of panel) then they terminated the top cable ground on to the top pass through lug and did the same for the bottom lug. I've been looking in the code book but just can't find it. any help would be apreciated.

So they are using the enclosure steel itself as part of the grounding path?

If yes that is NEC compliant if the lugs are used correctly.
