As Roger stated, this is not an NEC issue. Section 711 of the IBC addresses back to back boxes in a fire resistance rated wall as follows:
Outlet boxes on opposite sides of the wall shall be seperated as follows:
1)By a horizontal distance not less than 24 inches;
2)By a horizontal distance not less than the depth of the wall cavity where the wall cavity is filled with cellulose loose fill or mineral fiber insulation;
3)By solid fire blocking in accordance with 716.2.1; or
4)By other listed materials and methods.
I think to use number 4 you would have to submit an alternitive that complies with the ASTM E119 standard testing method for rated assemblies.
If this is a regular old wall you should have nothing to worry about. I used to try to do this so that I could just use a chase nipple and only have to pipe to one box.
