Even in Lincoln's time, there were cannons that exploded because they were improperly made or cannons that didn't fire properly because the gunpowder was cut with sawdust.

Anybody remember problems with the M-16? How 'bout the V-22 Osprey?Currently the exposing of troops to radiation from depleted uranium?

This kind of thing is eternal.

What I meant was the lack of understanding (of how the ground rod works in the system ) by the person inspecting the installations. The fact that they want a given reading of 25 ohms or less and no exceptions. I think you are right it is a bonding issue, because if the system was bonded completely and correctly it would not matter what the ohm reading to earth is.
 
Well this is one of the reasons I left the military. More and more contractors doing what was once done by the military on its own bases and posts. But to cut back on military spending in the '90s starting with Bush senior we started going more and more with lowest bid contractors. the problem is even after these things are reported nobody really cares or does anything about it. Face it americans are too busy worring about gas prices.

I read somewhere the whole LOGCAP program began in 1985, so contracting has been going on for quite a while now, but not nearly to the extent seen in Iraq.

At any rate, I think quite a few of the bases in Iraq run off generators, right?
