question..........Which codes & edition are applicable to your question ?

No, and receptacle only required if the balcony is accessible from the floor on which it resides. Or a stairway leads to it from exterior:roll:

If its a Juliette balcony, it still requires a receptacle.

210.53 (3) Balconies, Decks, and Porches. Balconies, decks, and
porches that are attached to the dwelling unit and are accessible
from inside the dwelling unit shall have at least
one receptacle outlet accessible from the balcony, deck, or
porch. The receptacle outlet shall not be located more than
2.0 m (61?2 ft) above the balcony, deck, or porch walking
surface

The NEC does not require lighting outlet at a balcony for a residence. It only requires lighting outlets at every entrance or exit that has grade level access. 210.70(A)(2)(b)

Rich people want the strangest things.
Seriously we did some high end custom houses and what they had were from the street view it was built out on the front 2nd floor.looks like a semi balcony with a window and you could actually open the window and step out onto it. It had an mini rail.
I know there are plugs there and it seems like we had to.
