balcony - electrical requirements?

I can't find any code requirement for balconies w/out access to grade that require a light fixture or receptacle. Am I missing something, or are these optional?

There is no requirement for a receptacle or a light fixture to be installed on a balcony or deck without grade-level access. It is probably a good idea, but not required.
