Ballast for Existing light fixture in a Class 1 Div 2 location

Have a 4 lamp T8 light fixture that has been installed in a new Class 1 Div 2 location . One of the fixtures does not work and the contractor thinks it's the ballast . The fixture is rated for the location . Is a special ballast used for lights in classified area ?
