Ballast for Metal Hallide Lamps

We purchased some outdoor fixtures for client 70 watts 220v metal hallides but now the client finds that intensity of light is very bright and wish it to replace by 35 watts, Please advise whether merely the replacement of bulb will be adequqte or both ballast and lamps are to be replaced??

New ballasts along with the lamps, this is one of the few downfalls of HID lighting.
