Ballast Line Current

Does the line current rating on a ballast include the load for the lamps? I am installing 8' 2 lamp fixtures, T8, and the line current on the ballast is .94 Amps at 120V. I wasnt positive if this included the lamps which I wont have until Friday to do an amprobe test.
