Yes it does. However, I have seen people try to just use the lamp draw and overload the circuit (bad move).

Also.,, Becarefull if you have Quatz stand by bulbs in the HID's they can get ya by suprise if you don't account of the load when they are cold start up and ditto with restrike peroid as well.

Yes, however HID ballasts do not typically include inrush current as result of Hot Restrike.
