bare copper grounding cable on cable tray

Hello,

Inside a new substation I found that the contractor installed bare copper grounding cable on cable tray to be terminated to medium voltage switchgear, is it acceptable to install the grounding cable on the cable tray without insulation (bare copper)?

392.3(B)(1) (c) single conductors used as equipment grounding conductors shall be insulated,covered or bare and they shall be 4AWG or larger.
 
I had a discussion on this very topic with an an engineer at the office today. Although what you describe is legal, he said typically insulated conductors are used, primarily for the convenience of not having to bring in bare wire just for grounding.
