Can you run a bare solid ECG conductor inside a PVC conduit with 4 insulated
wires? This is also service conductors from CT cabinet to switchboards. Any
imput would help Thanks.

Yes you can run bare.

But do you need an EGC?

Where is the service disconnecting means?

Utility > CT > service disconnect > switchboards

OR

Utility > service disconnect > CT > switchboards

I would be careful on this one. The op is asking about a solid bare conductor.

310.3 Stranded Conductors.
Where installed in raceways, conductors of size 8 AWG and larger shall be stranded.
Exception: As permitted or required elsewhere in this Code.

In this case you would still run the EGC in the PVC back to the CT can to bond it.

If the bonding jumper was at the disconnect why would you need an EGC from the CT to the disconnect? The grounded conductor would be bonded to the CT can.

Why? There is no need for an EGC until you get to the load side of the service disconnect. You use the grounded conductor for all required line side bonding.
