Well. According to 230.41 ex. 4 this setup is legal? I do not feel right about this. Can someone let me know if I am correct or not.

The setup is this: Line side of meter can is coming from the utility. Load side of the meter is this picture going to the line side of the panel. SER cable with two 4/0 insulated and the bare 2/0 (that is wrapped with white tape)

Can it be true this is legal?

Are you familiar with using SE cable for service entrance conductors? This is a common installation around here and perfectly code compliant.

Yes sir. SE is used a lot here also. I have just never seen or thought to use it in this manner. It just struck me as an odd allowance.
