Can any one tell a section in the code or utility standards that would alloy a utility to run a bare neutral underground to a service (this one is 2000 amp)

I cannot speak for the utility requirements but the NEC section that covers this is Section 230.41 and its exception.

Utilities are not regulated by the NEC, rather NESC. It is quite common practice for a utility to run a bare neutral.
