Is there a NEC code that covers electrician leaving a new constuction job with hot uncovered wires from switch boxes and exposed hot pig tails on the outside of the building.

No, unfortunately, this one falls under the Common Sense Code. More unfortunately, common sense isn't all that common.

Another example of the NEC not being the only bible.

OSHA would refer to NFPA 70E 110.8, which deals with working on or near electrical conductors or circuit parts. In part it says "Safety-relatd work practices shall be used to safeguard employees...near exposed electric conductors...". This is applicable to all employees regardless of the work they are performing.

You know, I've been thinking that Russ may be that 1 in 100 type of guy that would actually go to the panel and shut off the troubled circuits?

Way to go Russ,I'm proud of you!
