Barrel Sauna

Customer needs me to provide power to a barrel sauna heater. It is a detached structure from the main house. The sauna also has an LED light that plugs into a 120v receptacle. Can I hardware the heater circuit and provide a 120v receptacle WITHOUT installing ground rods? I ask because the sauna has already been installed and in a difficult location to install plates or rods. Thanks
 
If the 120V receptacle was integral to the sauna you could run a 40A or 50A MWBC, like for a dryer or stove, and not have to do the grounding. But since the receptacle would have to be provided, you would be running two circuits there and the grounding would be required.
