Base board hot water heat

Don't know if this has any merit but I have seen hot water baseboard in longer sections than 12 feet. Would make it hard to meet code.

Yep-- floor outlets.... Electric units have an accessory with a receptacle outlet in the end cover so it would be easier to comply than with the hot water heater if it weren't allowed. The problem is the NEC doesn't care if it is a problem- if it were an issue that would be about all you could do--floor receptacles

I have seen outlets on the electric baseboard but have never done one. Are they tapped off of the 220?.

The one's I've seen were not tapped off the 220 but had their own feed, from the room circuit or other

Correct you need a 120V circuit at the heater that is separate from the heater. Basically it would go in the space where a heater thermostat would be placed

This is a pic of one. I am sure they are TR type today- probably an old pic.
